On behalf of springRELAC and Relac Water Cooling, this is an important update regarding RELAC in the upcoming 2025 cooling season. We know this news may be disappointing.
The operating authority for springRELAC and Relac Water Cooling, held during the 2024 season, will not be renewed by the Utility (Reston/Lake Anne Air Conditioning Corporation) for the 2025 season, nor will there be a transfer of Utility ownership to springRELAC. As a result, the RELAC system remains under Reston RELAC LLC and Reston/Lake Anne Air Conditioning Corporation.
We appreciate this raises questions and concerns for customers regarding the future of the services. However, springRELAC and Relac Water Cooling cannot speak on behalf of Reston/Lake Anne Air Conditioning Corporation or Mark Waddell (President) and his partners, so we cannot provide further commentary on their plans or any next steps.

The Virginia State Corporations Commission (SCC) regulates public utilities in the Commonwealth of Virginia. The Division of Public Utility Regulation (PUR) supports the SCC in its regulations and utility consumers.

A: No. springRELAC LLC will not assume ownership of the system. The system is in the hands of Reston RELAC and Reston/Lake Anne Air Conditioning Corporation.
A. Yes. Infrastructure Enhancement Funds were applied in the manner intended and communicated.
As shared with customers in the September Executive Summary and at the IEF donor appreciation event, the funds were used to assist with the startup and focused refurbishment of aging and dysfunctional plant and equipment. These funds were maintained in a separate account to ensure expenditures under the fund would be separate from regular operational expenses and revenue. Many thanks to those who made it possible to get the system operational for summer of 2024 with reliability and efficiency.
